About the Pakistan Digital Authority

The Pakistan Digital Authority was established under the Digital Nation Pakistan Act 2025 to spearhead the country’s journey toward a truly digital nation. As a statutory body, the PDA leads and coordinates digital transformation efforts across the public sector, private sector, and civil society. It serves three primary roles for the nation

  • Data Regulator: enforcing data protection laws and privacy standards to safeguard citizens’ information.
  • Citizen Experience Office: ensuring government digital services are user-centric, accessible, and efficient for everyone.
  • Digital Transformation Authority: driving innovation and modernization in government operations, economy, and society through technology.

Mandate and Functions
(Section 8 of DNP Act 2025)

Under Section 8 of the Digital Nation Pakistan Act 2025, the Pakistan Digital Authority is legally entrusted with several core functions and responsibilities:

Develop and implement the National Digital Masterplan

Digital Maturity Assessment, and monitoring & evaluation of digital initiatives

Review digital plans and projects for alignment with Masterplan and recommend approval

Advice on Laws, Rules, Regulations and Policies related to the National Digital Masterplan

Oversight, Standards, and Compliance for Data Governance, AI, and Emerging Technologies

Develop and Enforce National Data Strategy

Facilitate coordination among federal, provincial and local governments, and stakeholders

Develop Digital Economy Strategy

Development, Implementation, and Oversight of Digital Public Infrastructure

Policies and Frameworks for Digital Innovation

Develop National Citizen Experience Strategy
